Vanilla level 4 is enough if you just play Red Rising Dragon with those in your hand.
If you don't have a level 2 card in your hand and combine it with his level 3 Resonator, you can make a level 7 Synchro and make a tentative compromise deployment.
Also, it will be a useful effect if the field is cleared from the 2nd turn onwards, or if 《Red Supernova Dragon》vacates the field by its own effect.
